One of the most popular immigration programs of Quebec is the Regular Skilled Worker Program (RSWP).

Quebec does not have a PNP program. It has its own set of rules and guidelines for immigration. Those who want to live and work in Quebec have to file an application to the government of Quebec first and then to the government of Canada through IRCC (Immigration, Refugees and Citizenship Canada).

The Selection Process of RSWP

The immigration process is conducted in three steps. In step 1, the candidate has to submit an expression of interest or EOI to the government of Quebec. The authorities would check the application and if their profile matches with the requirements of Quebec immigration, the candidate would receive an invitation to apply for permanent selection.

In step 2, the candidate who has received an invite from the government of Quebec has 60 days to submit their application for permanent selection. If their application is approved, the candidate would receive a certificate of selection known as Certificat de sélection du Québec (CSQ - Québec selection certificate).

CSQ represents that you are being selected by the government of Quebec to apply for permanent residency in Quebec. If your permanent residency application is approved, you can live and work in Quebec. You can also bring your family.

Now comes step 3. In this step, the candidates who have received a CSQ can apply for permanent residence through the IRCC express entry program. Now the government of Canada would decide whether you are eligible to come to Canada or not. This step requires a police clearance certificate, biometrics, medical certificates etc.

Important points about Quebec Regular Skilled Worker Program

#1 You can score high points in education easily. It does not matter whether you have attended vocational high school, earned a technical diploma or attended a university undergraduate program for 2 years, you will receive 6 points in all three cases. The program does not discriminate much on the basis of education.

#2 You can gain more points if you are married or if you have children. If you have a child of age up to 12 years, you can earn 4 points. Even if you have a child of age 21, you will be awarded points. Your spouse can also gain points on the basis of language proficiency, education, work experience, area of training etc.

#3 Even 6 to 11 months of work experience can get you points. This is unlike the express entry program of Canada where you need to have at least a year’s experience to apply for Permanent Residence.

#4 You can achieve permanent resident status easily. Once you clear the first two steps of the immigration process. You can directly apply for PR through IRCC. This means you do not have to keep your profile in the express entry pool and wait for an invite from IRCC.

#5 One thing to note about RSWP is the additional processing time. First, it would take at least 6 months to receive the certificate of selection from the Quebec government. Then, IRCC would take at least 15 to 17 months to process your application for permanent residence.

#6 If you are choosing to apply through RSWP and not through Canada Federal Skilled Worker Program, you have to pay additional fees. First, you will have to pay the application fees in the second step of RSWP where you have to apply for permanent selection. Then, you will have to pay the federal fees while applying for permanent residence.
